Staff outlines active-transportation plan, RFP timeline and regional wayfinding work

Planning staff presented a follow-up on the Safe Streets plan and described three interconnected initiatives: Greenway linkages and guidelines, a safe-bicycle outreach project, and a complete-streets mobility policy meant to move bike and pedestrian facilities toward everyday usage rather than solely recreational use. "This is really an opportunity for us to look at shifting from just recreational options for those facilities and creating a complete network for bike and ped mobility to be part of residents everyday usage," staff said.

Staff said the funding for the plan is included in the current CIP proposal and that planning will lead the effort in coordination with parks and public works. "We will be getting the RFP out later this year and have to have proposals in before we move the year," staff said, adding the planning process itself would likely take at least a year.

Brian described a wayfinding addendum to Playbook OP that will help residents understand connections to nearby trails and destinations and emphasized regional coordination across Johnson County jurisdictions. Staff also previewed work on an urban-forest plan and a refreshed natural-resources plan to be re-engaged later this year. Committee members asked for milestones and clearer scheduling; staff said they would aim to return with an RFP timeline and implementation milestones so progress can be tracked.

The committee did not adopt policy at the meeting; staff sought direction and input for upcoming public outreach and the RFP process.
