Public works staff described an equipment study for the Overland Park Convention Center central plant and asked the committee to waive the selection process and authorize negotiation with Smith & Boucher Inc. for final design of chillers, boilers, piping and controls, with design costs capped at $160,000. Staff said the existing equipment is past its useful life and that lead times and a compressed installation window require early design activity ahead of a 2028 construction schedule.
Members asked about operational impacts to the convention center and Sheraton Hotel; staff said redundancy in the system has prevented outages to date though one chiller or boiler is frequently down and reliability and cost concerns justify advancing design work. The committee voted unanimously to recommend council approval and to authorize the city manager to execute the agreement.
