"The action this evening and consideration of the ordinance does not commit you to any financing," staff said, noting subsequent steps include a development agreement, financial feasibility analysis and a project plan.
Curtis Holland, attorney for the developer, described the project as building on recent downtown momentum and thanked staff for working on incentive details. "We're building upon the momentum in the Downtown Overland Park area," Holland said, and added he had talked with county officials who appeared supportive. Council approved the ordinance on a roll‑call vote with unanimous 'yes' responses recorded by the clerk.
