Court rolls out operational changes: community service partnership, clerk career ladder and court-date reminders

Jamie Murphy, the court administrator, told the committee the court is piloting a reconstituted community-service program in partnership with the nonprofit Uncover KC, which began in January 2026 to handle volunteer placement and verification tasks that previously burdened clerical staff. "We partnered with a local nonprofit. It's Uncover KC. They are a 501(c)(3 based out of Kansas City in Missouri," Murphy said.

Murphy said the court hopes the vendor will offload tracking and communication so clerks can focus on case processing; staff called the arrangement a pilot and said data remain limited but initial responses are positive. Committee members asked whether placements would be regional; staff said Uncover KC places defendants wherever geographically sensible for the individual.

On staffing, Murphy described a job-ladder initiative launched earlier to formalize progressive duties for court clerks and create clear paths for promotion, noting the clerks' office manages roughly 150 distinct job duties. The ladder is intended to improve retention and develop specialized skill sets.

Murphy also described expanded court-date notification reminders. As of May 2026 the court began automated reminders for upcoming court dates, payment-deadlines and missed-court-date notices tied to potential warrants; phone numbers are collected at citation or check-in and the service is automatic but opt-outable. Staff said reminder costs are borne by the court and that they will study pre/post impacts on failure-to-appear rates once sufficient data accumulate.
