Staff introduced a separate option, a riverfront development district, that would let the municipality issue local liquor licenses for businesses within a measured distance of a river or creek rather than relying on the limited state license supply. "A riverfront development district, allowed by the state, again, created by the local municipality, gives liquor license to the municipality to issue," the staff member said, adding that the district is revocable and licenses are annual.
Staff said the town would map a buffer (staff estimated roughly 1,500 feet from the shore) and apply to the state for authorization; if approved, the municipality could issue licenses to retailers within the district, potentially reducing the local black-market purchase of licenses. Staff committed to researching whether Silver Creek and areas near the Whitewater Center would qualify and to report back to council.
