Planning staff introduced the SolSmart designation work and a proposed ordinance that would create a single solar permit to replace separate residential-remodel and electrical permits. Staff said Clarksville had recently earned a bronze SolSmart designation and that the change aims to make permits easier for residents and improve competitiveness for grant funding.
Associate planner Kaylee Malloy and intern Anna Sekula noted roughly 40 residential solar permits in the past five years, described the proposed ordinance's height and setback limits for ground-mounted systems, and said the town would not be authorizing large solar farms under this ordinance. Staff also cited regional programs such as Solarize and Solar Eyes in Louisville and noted Louisville's city installations saved about $18,000 annually on energy for three buildings cited as an example.
