Developer presents Frisby Meadows Phase 3 plan to Cecilton Council; town to hold stormwater facility

Representatives Tom Myers, Frederick Ward and Len Parrish appeared before the Town of Cecilton Mayor and Council on June 15 to present Phase 3 of the Frisby Meadows development, a 17‑lot continuation of a plan from roughly 20 years earlier. The developers said houses would continue off Ariel Avenue, connect to public water and sewer, and the project proposes using the current sediment trap for stormwater management. They reported that road, storm drain, water and sewer plans had been submitted to AECOM and that preliminary sediment control and stormwater approvals are in place; forest conservation paperwork is ready to advance to final approval.
The developers told the council they plan to request a temporary construction entrance off Route 213 and asked the Town to coordinate with the State Highway on that point. Because the town has no homeowners association model, the developers and council discussed that the stormwater management facility would be owned by the Town; developers said a public works agreement would be the next formal step once county and state approvals are final, and they estimated about a year to full buildout after breaking ground.
