Dennis, speaking for Origin Park and the River Heritage Conservancy, asked Clarksville to act as the municipal bond sponsor for a $250,000 request to the tourism capital development fund to support construction of an approximately 14,000-square-foot event center in Orchard Park. He said the facility could be subdivided into multiple rooms (a larger space accommodating a little over 200 people and a secondary space around 150) and that renderings show a back deck with views of the Ohio River.
Dennis said the event center is part of a larger park vision that could cover up to 430 acres and estimated the broader park development could create roughly 3,200 jobs during buildout and produce about $265 million in economic activity; the event center itself is projected to host about 146 events per year and draw between about 44,000 and 66,000 visitors annually. Staff told the council the bond repayment source would be hotel tax revenue and not the town general fund.
