Troupe told the council he is currently 1 of 64 competitors in an entrepreneur competition and distributed ice cream and voting cards to attendees.
Troupe requested community support through votes and publicized his mobile sales location on the river; he framed the effort as a way to expand a local small business and draw visitors to the waterfront. No formal request for town action or funding was made during his appearance.
