Resident urges 10-year moratorium on tax abatements and budget rollbacks
Summary
James R. McClure Jr. proposed a three-point plan to address local fiscal pressure tied to Senate Bill 1: a 10-year moratorium on new tax abatements/TIFs, accelerated sunset of existing ones, and rolling the town budget back to 2018–2019 levels to avoid new local taxes.

James R. McClure Jr. used his public-comment time to propose three fiscal steps he said would shield Clarksville taxpayers from new local levies tied to state changes. He recommended a 10-year moratorium on tax abatements and TIFs, accelerating the sunset of current abatements, and returning the budget to its 2018–2019 level, saying residents were well served then and that pandemic-era federal funds expanded municipal spending.
McClure framed his three points as simple actions elected officials could take now to avoid future local income or wheel taxes and to reduce perceived waste he said emerged since 2018. He addressed the council directly and closed by urging vigilance during the budget season tied to Senate Bill 1, which Clerk-Treasurer Stonecipher later said staff and outside accountants would help the council navigate.
