The Planning Commission approved a revised preliminary development plan to repurpose an existing building at 10440 Marty Street as a Veterans Affairs radiology clinic. The applicant will add a modest northwest expansion, provide a secure gate and fence along the synagogue property line and rework parking and ADA access to serve clinic operations.
Staff said the proposed revisions convert an earlier approved BP plan (which included self‑storage) into a medical‑use configuration; because the prior BP zoning predated Framework OP, staff focused the review on BP‑code requirements and the deviations previously approved with the 2022 rezoning. The VA clinic will occupy the majority of the building; the revised plan includes a potential 15,000‑sq‑ft flex building on the southern part of the site as an option for future development.
Applicant Brett Powell of Highlands Development said the plan makes the building’s clinical spaces accessible and includes a small addition for radiology equipment. He stressed that the VA will lease the space and operate clinical services, while the developer will complete the site changes needed to support medical equipment deliveries. "We're taking existing building... converting it to a VA part of it to a VA clinic," Powell said; he added the design includes secure access for occasional equipment delivery.
Commissioners asked about synagogue access and emergency egress; staff confirmed the access will remain available for emergency use with Knox‑box arrangements and that the developer will include the previously agreed fence, landscaping and gate elements. Commissioner Strauss moved to approve the revised PDP subject to stipulations A–O; the motion passed 9–0. The item will go to City Council on Aug. 3.
