Town Planner John Guszkowski reported on a Capital Region Council of Governments (CRCOG) meeting addressing mandatory housing matters and the state timeline. He said the Office of Policy and Management (OPM) is expected to release additional guidance in early July, and the State Office of GIS will issue a rubric for analyze developable land that considers wetlands, steep slopes, floodplains, sewer/water access, transit access, and school district quality.
Guszkowski said a developable land analysis will be required early next year, OPM will release regional housing growth targets between October and November 2026, and Columbia's specific housing target number is expected mid‑spring 2027. At that point the town will decide whether to participate in the regional effort or pursue an independent analysis.
