Utility Director Scott Parris told council Phase I of the South Carolina Infrastructure Investment Program (SCIIP) project is wrapping up and Phase II is making good progress, and that a pre‑bid meeting for the SCADA upgrade is scheduled for Dec. 11. Parris also reported the city is waiting on encroachment permits from SCDOT for the Lucky/James Street and Highland Avenue water line replacements and clarified that those are within SCDOT right‑of‑way, which constrains some construction options.
On concerns raised earlier about the Anderson Avenue development's effect on sewer lines, Parris said identified issues "have been taken care of" and that the system overall can support the proposed development. City Administrator Kevin Bronson also briefed council on a grant that will free nearly $600,000 from bond proceeds for related pump moves and briefed the council on ongoing streetscape procurement and efforts with ACOG and the Department of Commerce to secure additional funding after caps increased.
