The Westminster City Council on Dec. 9, 2025 approved on first reading Ordinance 01-13-2026-01 to rezone a 16.6‑acre parcel on Anderson Avenue from R‑25 to R‑20, a change the applicant says would allow roughly 28 new homes instead of the 20 currently allowed under R‑25. The motion, made by Councilmember Daby Snipes and seconded by Adam Dunn, passed unanimously with Councilmember Ruth May recorded absent.
Residents spoke during the public‑comment period against the proposed Anderson Avenue development. Bruce Wambach, Allan Stone and Rudy Still urged the council to reconsider or seek more information about impacts to the neighborhood. Mayor Brian Ramey told residents the city has limited authority over private property, saying "the city cannot stop someone from developing on their private property," and thanked those who attended the Planning Commission meeting in November.
Utility Director Scott Parris addressed infrastructure concerns raised by the public, saying some sewer issues identified in reviews "have been taken care of" and that the "sewer system can withstand this development just fine." The council did not adopt final rezoning at this meeting; the ordinance passed first reading and will return for subsequent consideration as required by ordinance procedures.
