The Westminster City Council voted to approve first reading of Ordinance 02-10-2026-02 to annex 510 Marcengill Road (TMS #249-00-03-010), a petition the city says meets the statutory requirements for 100% annexation.
Letitia Marcengill and a speaker identified only as Neil spoke during public comment opposing the annexation, urging council to consider local concerns before proceeding. Councilmember Charles Morgan said he had previously participated in the planning commission’s review of the matter and recused himself from the vote; a written recusal statement was filed with the meeting record.
City staff recorded the property owner as Swapnil Chourasia; zoning will be assigned after annexation. The ordinance passed first reading after a motion by Daby Snipes and a second by Dale Glymph.
