Resident disputes city utility billing for deceased owner at 472 Notus Road

At the Sept. 15 meeting Kathy Riley raised a public dispute over utility billing at 472 Notus Road, saying the owner, identified in the record as Tamy Boles, has been deceased for about six years and that the dwelling has been unoccupied since December. Riley asked why the city continued to bill the deceased owner and cited recent charges; she said a renter had been paying bills until his departure.
Clerk Loretta Vollmer responded with account history, noting services were terminated for nonpayment in July and that account balances were $311.84 at that point and $415.26 as of the meeting record. Mayor David Porterfield explained that, by city ordinance, the base-rate (water $32.62, sewer $54.35, trash $16.45) applies regardless of occupancy and that unpaid fees could become a record on the property tax at sale. Council said it would not take action until presented with legal documentation identifying the current property owner.
