Mayor Bryan Jensen told Council the city may receive "approximately $80,000 in NOPEC grant funding" and introduced an ordinance authorizing acceptance of the funds. Jensen said prior NOPEC grants helped pay for lighting along Detroit Road and that the new funds could extend lighting through the intersection of State Route 83 and Detroit Road and possibly cover improvements to the Avon Early Learning Center parking lot depending on final costs.
The mayor also reported growing resident complaints about recently installed lights on Nagel Road and Jaycox Road, which some residents say are illuminating front yards. Public Service Director Duane Streator confirmed Jaycox lights are operational but installations remain incomplete. Council Member Scott Radcliffe said he supports continuing the lighting program for safety—calling it beneficial for runners, walkers and drivers—while acknowledging an adjustment period for residents. The MetroParks has indicated readiness to coordinate the French Creek trail connection once the city's trail is installed, which could affect lighting needs along that corridor.
No final appropriation or program decision was made at the work session; the ordinance to accept grant funds will appear on the regular meeting agenda.
