Council funds Colliers study to optimize Cougar Lane signal for school traffic

Council on March 16 approved an emergency ordinance to accept a $7,900 Colliers Engineering proposal to evaluate and optimize the traffic signal timing near Cougar Lane and King Road. Staff said the study would aim to improve bus and student movement during short, high-volume morning and dismissal windows and recommended using surplus funds from the pedestrian hybrid beacon project.
Shaw described the situation as driven by new apartments behind the Kroger and said, “So they approached us and said, hey. We would really like for you guys take a look at the traffic signal to see if there's anything that we can do to optimize how that works,” and proposed paying Colliers from the prior project's surplus. The ordinance (number 61-2026) was read by Councilmember Richardson and passed as an emergency measure.
Council and staff discussed timing strategies that target the 30–45 minute rush periods, the limits of older controllers and potential future infrastructure changes (one signal head conversion to an arrow) that would be considered for the 2027 budget.
