City Manager Michael Johnson reported that inspections of 425 Clinton Avenue, prompted by repeated complaints and a prior court proceeding, found interior conditions that the manager described as uninhabitable: dog feces, garbage throughout, open electrical panels and evidence of rodents. Staff obtained an administrative warrant to inspect after the occupant refused entry and then placed a red sticker on the door following the interior inspection.
Johnson said the case illustrates the limits of current oversight for privately owned housing units that are not under JMHA inspection authority and argued it demonstrates the potential value of a mandatory Rental Inspection Program. Councilmembers asked whether the occupant pays rent and whether the property is owner-occupied; Mr. Mayo said constituents had researched property records and believed the occupant owned the property. The city manager said he would share the inspection photos with council in closed distribution but not publish them to the public record.
Council discussed the difference between JMHA/Section 8 inspections — which the mayor and others said involve annual checks through the housing authority — and code enforcement authority over private property. Council requested staff continue enforcement actions and advised staff to bring forward any potential rental-inspection program details for future consideration.
