Councilmember Royal Mayo formally announced ("sun shined") an ordinance that would declare structures at 616 11th Street; 336 S 4th Street; 1201 Claire Street; 422 Clinton Street; and 222 Edgar Avenue unsafe under Section 111 of the city's Property Maintenance Code and would declare those structures public nuisances subject to removal or demolition.
Mr. Albaugh seconded the sunshining announcement. Council members discussed funding constraints — with demolition estimates described in the meeting as potentially into the millions — and the practical difficulty of pursuing demolition when banks hold significant liens. Mr. Mayo urged the council to consider an aggressive property-remediation program but asked where demolition funds would come from and how legal costs might affect the city's budget.
The item was introduced for future consideration; the council did not vote to order demolition at the meeting. Council asked staff to provide details on potential funding and the legal process before any demolition decision.
