Council adopts two infrastructure ordinances authorizing OPWC application and 2027 resurfacing bids

At the May 19 meeting Mayor Ralph Petrella read the third and final readings of two infrastructure ordinances and declared both duly adopted. Ordinance No. 2026-38 authorizes the city manager to prepare and submit an application to participate in the Ohio Public Works Commission state capital and/or local transportation improvement programs; Ordinance No. 2026-39 authorizes advertising for bids for the 2027 City Street Hot-Mix Resurfacing Improvements, City Project No. 2027-100.
Council members called the question and approved both measures by roll call vote; Mayor Petrella announced that each ordinance "shall go into effect on June 18, 2026." The measures give city staff authority to pursue state funding opportunities and begin the procurement process for next year’s resurfacing contract. City staff said they retained the right to reject any and all bids and re-bid if necessary.
What passed: two separate ordinances to pursue OPWC funding and to solicit bids for the 2027 resurfacing program. Staff will follow procurement rules and report back to council with bidding results and contract recommendations.
