Council presses Parks & Rec to require formal association for groups using city ballfields

Council also discussed a temporary concession stand request at Jim Woods Park and told the Parks & Rec board to require organizations to come before the board with charters or operating documents if they want to place permanent structures or hold large tournaments. No formal ordinance was advanced; members suggested Parks & Rec consider stricter scheduling oversight and improved policies to avoid conflicts and unaccountable fundraising.
