Law Director Costa Mastros told council a printing error led to mailed notices that listed Beatty Park in the body text for many parcels, though 19 distinct parcels are under consideration for potential non-surface mineral leases. Mastros said recipients who got a notice are within 500 feet of a potentially leasable parcel and should consult the county auditor website to verify exact locations and consider attending the public hearing at Steubenville High School auditorium on June 2 at 5 p.m.
“ If you received the lease, that's because you are within 500 feet of a potential lease,” Mastros said, explaining the mistake and the plan to post corrected information on the city’s website and Facebook. He emphasized the notices remain legally significant and invited residents to the hearing. City Manager Michael Johnson and council discussed limits of municipal control over well-pad siting, with staff noting that state authorities regulate drilling and that non-surface leases do not allow surface activity on city land.
