City Manager Michael Johnson told the council about a "tragic explosion of the Rosslyn house" that occurred last week and offered the city's thanks to emergency crews who responded.
"I just wanted to give my thoughts and prayers with everyone that was involved. And I would like to thank the Steubenville Fire Department who was on the scene within two minutes," Johnson said, and he named assistance from the Steubenville Police Department, city water and building departments, the Jefferson County USAR team and mutual-aid crews from Toronto, Weirton and Wintersville. Wells Excavating was also on site that night to assist.
Johnson said city responders and partnering agencies worked to help affected residents recover and stabilize the scene; council did not take formal action during the update. The city's account included incoming mutual aid and on-site contractors; Johnson said follow-up building and water-department inspections are ongoing but did not give a timeline for any reports or citations.
The update was provided as part of the city manager's administrative report; no vote or ordinance followed from the explosion briefing. Council members and staff also discussed related neighborhood safety concerns and communications with residents impacted by the event.
