At public forum Saul and Mildred Casto described receiving parking tickets for parking in an alley at their Arlington Avenue home and told council they had used that parking for years. City Manager Michael Johnson and Law Director Costa Mastros said the city is revising parking-ticket procedures; Mastros said the goal is to route violations directly to municipal court as civil citations and remove case-by-case settlement by the city manager.
During miscellaneous reports Councilman Mayo raised concerns about parking pressures created by short-term rentals, saying Airbnb-style occupancy can leave multiple cars parked for days in residential neighborhoods and that the city currently lacks specific regulations to address the problem. Law Director Mastros said short-term rentals remain subject to the city's parking rules and that the city has discussed model ordinances used in larger cities to regulate such rentals.
Council did not vote on changes; members directed staff to revisit parking ordinance language and pursue a draft by the end of the month for council review. The Castos matter will await the revised ordinance and any new enforcement procedures.
