The commission reviewed options for administering promotional exams, including a Clancy custom test and semi-custom/custom services from NTN.
Chief Hunt said the department currently "has a custom test from Clancy," and explained Clancy can use the department's SOP and Rules and Regulations when building the exam. The minutes note that semi-custom and custom tests through NTN are "more expensive," and that Chief Hunt "doesn't care in the end who does our testing" while valuing the department's ability to provide input on test content.
Commissioners asked procedural and cost-related questions but did not vote on a vendor. Chair Renee Young said the commission would consult the law director on any statutory or rule constraints before authorizing a testing vendor. The commission also discussed who sets the candidate pool and how banding in the CBA affects eligibility for particular exams.
