Commission reviews request to loosen firefighter promotional eligibility

Fire Chief Hunt asked the Alliance Civil Service Commission on April 21 to consider changing the department's promotional eligibility rules so an additional firefighter could qualify for promotion.
Chief Hunt said the department's collective bargaining agreement previously required four years of service but was renegotiated to five, and asked the commission to consider lowering the qualifying period or using the new band structure. "The CBA used to be 4 years, but the firefighters negotiated to 5 years for more experience in the department," the minutes record. He told the commission he would send the relevant CBA language to Secretary Candice Martin for review.
Commissioners pressed for legal guidance before changing eligibility. Commissioner Matt Mohr asked whether the CBA or state law dictates the minimum number of candidates required for a competitive exam; Chief Hunt said he believed it was driven by the Ohio Revised Code. Chair Renee Young said the commission would need to consult the law director before taking formal action.
The request drew procedural follow-up rather than an immediate decision. The commission did not adopt a rule change at the meeting and recorded that the contract language "supersedes everything else" until legal counsel and the CBA text are reviewed.
