Stanhope council adopts salt-storage ordinance to meet NJDEP stormwater rules

The Stanhope Mayor and Council on June 23 adopted Ordinance 2026-12, establishing Chapter 115 "Salt Storage" to align borough regulations with recent New Jersey Department of Environmental Protection (NJDEP) stormwater-management changes and the NJDEP model privately owned salt storage ordinance. The ordinance defines de-icing materials and permanent structures and sets storage standards for privately owned properties to prevent exposure of salt and similar materials to stormwater.
Under the new rules, loose materials must be stored on an impervious surface, maintained in cone-shaped piles and covered with waterproof, impermeable covers that extend to the base of the pile. Piles must be kept at least 50 feet from surface water bodies and storm-drain inlets, and property owners must designate personnel to perform weekly inspections and keep records. Violations require corrective action within 72 hours; repeated violations or failure to correct can result in daily fines up to $1,000 and, in extreme cases, penalties including up to 90 days of imprisonment or community service as specified in the ordinance.
