Staff said the property was rezoned earlier to RM multifamily as a condition of the project and that the current approval follows that rezoning and the conditions placed by City Council.
Staff described site changes including screening walls and landscaping along the single‑family property line, added windows on building ends to meet prior requests, bike racks mounted under staircases, a public art requirement to be reviewed by the Arts Commission, and coordination with the Southfield Police Department on site security and lighting. "This is a nice infill project... it should be less noise than it was over the years," a planning staff presenter said, noting the project replaces an expansive underutilized parking lot and provides stormwater and landscaping improvements.
The commission approved the site plan subject to compliance with the conditional rezoning (PCZR‑25‑003) and noted the project needs zoning waivers for a side setback and spacing between buildings; staff said the petitioner will apply to the Zoning Board of Appeals for those waivers. The vote to approve was recorded by the chair as 'Aye.'
