Council updates administrative code, approves records-commission residency change and interim finance signatory authority

Council approved a set of administrative-code amendments and operational housekeeping items on March 2. Miss Browning presented ordinance 56-2026 to amend the records-commission language so the commission's secretary could be a township resident who is a city employee; proponents said the change would improve operational efficiency for short meetings. The ordinance passed 6-1 after a brief debate about whether residency should be restricted to city residents.
Browning also explained ordinance 57-2026 to permit the mayor to designate an interim director of finance who could sign contracts and purchase requisitions in order to avoid delays while the city fills a vacancy; council approved the measure as an emergency. Browning and the mayor discussed guardrails such as retaining the $10,000 signatory threshold and the expectation that the interim role would be temporary.
Council also approved then-and-now certificates and noted a successful grant that will reimburse approximately $40,000 from the Bureau of Workers' Compensation for park equipment.
