Council adopts ordinance to permit Ability Center renovations at 5605 Monroe Street
Summary
After an earlier unanimous Planning Commission recommendation, Sylvania’s council approved Ordinance 73-2026 as an emergency measure to amend an existing special-use permit so the Ability Center of Greater Toledo can renovate and expand its Monroe Street campus.
Doug Hainem, chairing the hearing in the absence of Council President Mary Westfall, opened a public hearing on Special Use Permit 01/2026 for the Ability Center of Greater Toledo’s Monroe Street campus and noted the Planning Commission’s unanimous recommendation to approve the amendment.
Ash Lemons, executive director of the Ability Center, told council the organization has been in the community for 106 years and that recent state grant support made the renovation possible. "Our organization has been in the community for 106 years, started by Toledo Rotary," Lemons said, describing plans to improve access and event parking so people will not need to cross Monroe Street to attend Center events.
Hainem moved adoption of Ordinance 73-2026—amending the center’s SUP to permit renovations and additions at 5605 Monroe Street—and the motion passed on a voice vote. The ordinance was read and adopted as an emergency measure during the same meeting.
Council members and the mayor praised the Ability Center’s work in Sylvania and Lucas County and noted the public will have opportunity to review any future modifications that exceed the approved amended SUP.
