Council approves emergency right-of-way purchases for Erie & Monroe roundabout project

Council members approved multiple emergency ordinances on March 2 to advance the Erie & Monroe roundabout project. Service Director Joe Shaw told council that ODOT authorized the right-of-way acquisition phase and the city had negotiated payments to property owners for small parcels and temporary construction easements.
Shaw said the Baldwin parcel (parcel 25) includes about 0.52 acres and several trees; the city reached an agreement for $10,390 for the necessary space. "We've been working with her. We need a warranty deed from her... We've reached an agreement with the property owner in the amount of $10,390," Shaw said. Council passed ordinance 48-2026 as an emergency measure.
A nearby temporary construction easement from Brandon R. Duffy and Emily J. Duffy (parcel 20) involves driveway work; the council appropriated $300 by approving ordinance 49-2026 as an emergency measure. Additional city property dedications and warranty-deed actions related to the project were approved under ordinance 52-2026.
Shaw said the city expects a total of nine property owners to be involved in the right-of-way phase; the approvals are intended to keep the acquisition schedule aligned with ODOT's timeline.
