Council approved an emergency ordinance to accept the low bid from Helms and Sons Excavating for the Convent Boulevard and Little Road resurfacing project at a contract price of $530,158.25, significantly below the engineer’s estimate of $737,240.
Public service staff said six bids were received and that the project had been budgeted in the 2026 capital improvement program. Staff noted that OPWC grant funding will cover roughly 27.1% of the project (about $143,673) and the remainder will come from locally funded capital accounts. Council moved, seconded and passed the ordinance as an emergency measure.
Council members had no additional questions during the presentation; staff said the low bid was a strong result for a municipal asphalt project and that the project will proceed under the approved appropriation.
