Finance committee asks administration to expand Centennial CRA to include Rite Aid, church and Summer Place

The City of Sylvania Finance Committee on Feb. 2 voted to ask administration to amend proposed Community Reinvestment Area boundaries near Centennial and Little Road to include the Rite Aid parcel, Crossroads Church and the Summer Place neighborhood.
Chair of the finance committee Mary Westfall opened the meeting by reminding members of a November briefing and the committee’s charge to re-examine boundaries and exemption terms. She said the legislation includes a requirement that any applicant reach an agreement with the school system so the district will “be made whole” and not lose revenue because of the CRA.
Administration staff noted that post‑1994 CRAs can be amended without the numerical limits that apply to older CRAs, allowing the city to add territory over time. On specifics, staff said they would include “Summer Place and the Rite Aid and that Church 321, that strip” if the council desired. The committee moved and seconded a request that administration amend the legislation accordingly and the motion passed at the committee level.
Committee members also reviewed section 4 of the draft ordinance covering the percentage and term length for tax exemptions; staff said those terms mirror other local CRAs and can be revisited later. The committee did not adopt a formal ordinance at the meeting; instead it instructed administration to prepare the legislative amendment for future council action.
