Council approves zoning changes to expand ADUs and home occupations (first reading)

The plan commission held a public hearing and unanimously recommended the changes (4–0). After a motion and second, the council carried the ordinance on first reading; staff said the amendment requires only one reading.
A council member moved the measure and it passed on the first reading, consistent with staff recommendation to streamline code language and broaden where ADUs and home occupations are allowed.
