Council advances NOPEC energy grant and county services agreement; both move forward unanimously

Councilwoman Greenfield reported that the Finance Committee met Feb. 23 and discussed two budget-related items that the administration expects will help operations and infrastructure.
Ordinance 26-14, to accept a 2026 Northeast Ohio Public Energy Council (NOPEC) Energize Community grant for energy-efficiency projects, was discussed with Megan Otter answering questions. Otter said the grant money could be used for city hall or community projects and that the NOPEC grant must be used by November 2026. The committee advanced the ordinance to second and third reading and recorded the committee vote as 7–0.
The committee also reviewed Ordinance 26-15, an agreement with the Cuyahoga County Department of Public Works for core and additional services. Finance Director Hitch explained that the $400,000 budgeted amount will be used for services the city cannot provide in-house — for example, deep water-line digs and pump-station repairs requiring specialized crews. The committee voted to advance that ordinance as well. Both items were reported as placed on second reading and subsequently passed in the council votes recorded later in the meeting.
