Fairview Park updates Gemini Center pool completion to May 15 as permitting delays slow work

Director Kemp and aquatics staff reported to the Local Government and Community Services Committee that Ohio Department of Health permitting delays and unexpected repairs in the men’s shower and cool-deck drainage have set contractors back about one to two months. “Contractors are 1 to 2 months behind,” the committee report states, and the revised target for substantial completion is May 15. The recreation department plans a soft opening before a grand opening; training and setup will follow substantial completion, so public use could lag the construction milestone.
Officials said contingency funds will cover additional repairs and that major items — the roof, skylight and HVAC — remain on schedule. The council’s engineering director will review potential contractual penalties and report back. “I will review and get back to council,” the law director said when asked about contract remedies. The committee voted 7–0 to keep the Gemini Center matter in committee for further oversight.
The update follows earlier public questions about the pool schedule; residents were told to expect further detail when staff completes its contract review and shares any penalty findings and updated timelines with council.
