House reads a slate of Senate files at first reading; most referred to committee

Clerk staff conducted first readings of a slate of Senate files and directed most to relevant committees for further consideration. The clerk read titles and short descriptions for bills including Senate File 2341 (approval and publication of meeting minutes by county boards of supervisors), SF 2375 (firefighting foam purchased by government entities), SF 2380 (abuse of litigation alleging internet accessibility violations), SF 2404 (pilot program requiring certain districts to establish attendance centers for students needing special education and behavioral support), and SF 2418 (drainage district levies and parcel records). Each bill was announced as a first reading and referred to the committee named by the clerk.

"Senate file 2341 by committee on local government, a bill for an act relating to the approval and publication of meeting minutes by county boards of supervisors," the clerk read. The first-reading announcements contained the brief committee designations and, where provided, the subject synopsis; no floor debate on these bills occurred during the reading and no votes were taken on the measures themselves. Members were informed that first reading is for referral or amendment and bills will advance through committee processes as prescribed.
