"We're starting our year off this year with 35 water main breaks," a city official observed when explaining why additional county capacity is helpful when spring repairs begin.
Council members asked whether the city should reserve the county resources only for work the city cannot perform; staff said many uses are for work beyond current city capacity, that the county's rates rose only modestly and that contingency appropriations covered last year's needs. The council voted to put Ordinance 26-15 on second reading with subsequent third reading by roll call.
