Senate passes measure directing IDVA incentives and increasing veterans trust fund target

In closing remarks the sponsor said "2 out of 3 of the veteran organizations that I belong to support this bill," and moved that SF 24 66 be read for the last time and placed on its passage. The clerk read the bill caption; the chair announced results that the bill had received a constitutional majority and declared it passed. (Transcript contains a numeric readout that is ambiguous — the clerk read "Those voting aye, 40 or 34" followed by "Those voting no, 12." That ambiguity is noted in the audit.)
