House broadens proof of dog ownership, requires shelters to scan microchips

A representative from Warren told members that House File 2190 updates Iowa law so that proof of dog ownership is not limited to a rabies tag and instead can include microchips, tattoos, receipts, adoption or purchase contracts, and veterinary records.
"Documentations people actually rely on. Microchips, tattoos, receipts, adoption or purchase contracts, and veterinary records," the sponsor said. The bill also requires shelters to scan animals for microchips and record those results to create a consistent statewide process. Sponsors framed the measure as practical and aimed at reuniting pets with their families; the bill was read for final passage and declared passed by the house.
Supporters argued the change would reduce confusion and help families reclaim lost pets more efficiently.
