Representative Kurth and others raised objections about elements of the bill that remove certain evidence-based child-development frameworks from statute and impose tight timelines and penalties tied to federal compliance. Kurth noted assessment-development costs cited in the fiscal note and argued the bill places new funding pressure on local districts; he recommended a no vote on those grounds. The House adopted several amendments and passed the bill by recorded vote (59 ayes, 33 no, 8 absent). The bill now advances to the Senate.
