A representative from Dubuque urged passage of a measure to make campaign use of synthetic media more transparent, saying the bill would require a disclosure on ads or social posts produced with artificial intelligence.
"Just requiring that when we use artificial intelligence to design, for example, campaign literature ... it would, just be required that you would have a disclosure on the bottom of that ad or social media post stating that it was generated through our artificial intelligence," the representative said in opening remarks. An amendment (H8058) that defined who must ensure the disclosure is posted passed by voice vote; the full bill passed subsequently.
Sponsors described the change as narrow: it does not ban AI use in campaigning but asks campaigns to label material so voters know what was produced by synthetic tools. The amendment H8058 passed on the floor by voice, and the house declared the bill passed with a constitutional majority.
The bill now heads to the senate in the legislative message transmitted after the session.
