Iowa House clerk lists bills on utilities, health programs and water quality; referrals made to committees

The Iowa House convened and the clerk read multiple bills spanning utility regulation, health-care payment programs and water-quality initiatives before referring them to standing committees.
The clerk introduced House File 2729 “a bill for an act establishing a temporary prohibition on an increase in rate or charge by gas and electric public utilities and including effective date provision,” and referred it to the committee on Commerce. The clerk also read House File 2731, described as “a bill for enact establishing a percentage of income payment plan program to be administered by the Department of Health and Human Services,” and referred that bill to the Health and Human Services Committee. Several agriculture and water-quality measures, including proposals to create or expand tax credits and loan programs, were sent to Ways and Means and related committees for review.
The clerk also announced several Senate files coming over from committee, including items from workforce and judiciary committees, and directed their referral to the appropriate House committees for further action. No floor debate on any listed bill occurred during this brief session; bills were placed in committee for subsequent consideration.
