Senator Bussello said SF2438 clarifies when a landlord or tenant is responsible for utility bills so long as the landlord properly notifies the utility that the tenant is responsible; an amendment (S5066) shifts the effective date to Jan. 1 to give utilities time to prepare.
The amendment was adopted and the bill later passed on final reading. Supporters said the change reduces disputes about responsibility when tenants sign utility agreements; no substantive opposition was recorded on the floor.
