Senate approves soy‑based firefighting‑foam procurement and local option by 2027

The Senate passed Senate File 23‑75, which requires the Department of Administrative Services to establish a master contract for firefighting foam that contains the greatest soy‑based content possible without PFAS or fluorine components. The bill, amended in committee, also requires local governmental authorities over fire departments to adopt an ordinance by Jan. 1, 2027 determining whether to purchase soy‑based foam or continue existing supplies.
Senator Webster praised the bill as both an economic opportunity for Iowa soybean producers and as an environmental step to reduce PFAS exposure: "This is a great way to show the force of Iowa soybeans and the availability to use them in fire foam and clean up the areas where we can get rid of PFAS and use in firefighting foam," he said in opening remarks. The committee amendment was adopted and the measure passed unanimously on final passage according to the roll call recorded on the floor.
Supporters described the bill as a way to reduce PFAS use in government procurement and encourage development of alternatives; no opposition testimony is recorded on the floor.
