Council hears downtown strategic plan and new ROI approach to guide reinvestment

Economic development staff reviewed the downtown strategic plan prepared in 2024 and outlined a broader ROI framework that goes beyond tax revenue to include service-cost and community-value measures. The presentation emphasized placemaking to improve pedestrian connections and downtown activation.
Staff described a 3-D parcel-analysis tool (referred to as JAKTEX/Jactech) that would help visualize which parcels are high- or low-performing and recommended a vendor demonstration. "It help us to see 3 d, like, a GS software to be able to identify which parcel have the lowest, performer and the highest," the presenter said. The chair noted a similar product, "Urban 3," could be scheduled for a council demonstration.
Councilmembers said such visual tools could help explain trade-offs to residents when discussing multifamily and infill development and asked staff to schedule vendor briefings.
