Police chief, finance director and managers tell Rowlett council David Hall brought stability

Several department leaders and direct reports spoke in support of City Manager David Hall during the public-comment period.
Michael Denning, Rowlett’s police chief, told the council he had worked closely with Hall for more than three years and that he had "never personally had or observed an interaction with David Hall where he demonstrated anything but the utmost professionalism." Denning credited Hall with improving emergency preparedness, daily communication between police, fire and public works, and with advocating for staffing and equipment that increased recruitment and retention.
Wendy Badgett, the city’s finance director, said she could speak only to her own experience but described a productive professional alignment with Hall, saying he respected fiduciary boundaries and that she felt able to raise concerns. Several other managers and newer employees—Kalia Morris in animal services, Melanie Chapman and Miranda Congee—said they experienced direct support from Hall, cited improved onboarding and pay adjustments, and warned that staff worry about instability if leadership changes.
Those testimonials contrasted with critical testimony from other employees and former staff, but the department heads’ comments provide the council with firsthand accounts of operational continuity and public-safety readiness under Hall’s management.
