Commission rejects tree-removal permit for 2700 Lakeview Parkway

Planning staff told the Rowlett City Planning and Zoning Commission that an applicant proposed removing 17 on-site trees at 2700 Lakeview Parkway, totaling about 250 caliper inches, and would pay a mitigation fee instead of planting replacements on-site.
"The applicant's tree survey and preservation plan shows 17 trees on-site. Those 17 trees are planned to be removed and none are will be preserved," staff said, noting a mitigation fee of $31,917.50 for the removed caliper inches. Commissioners pressed staff on how the removal would affect drainage and whether mitigation funds have been used effectively in past years.
Commissioners also discussed alternatives such as relocating trees or increasing on-site planting and asked how buffering and landscaping requirements interact with the tree preservation ordinance. After discussion, a motion to approve the permit failed on a roll call vote; the chair announced the measure failed 0-7.
The denial means the applicant must revise the plan or pursue alternatives before the commission will recommend removal to the City Council.
