Independent auditors give Rowlett an unmodified opinion; finance director outlines early-year budget variances

Claire Wootton, a director with Weaver, the city udit firm, presented the annual independent audit for the fiscal year ended Sept. 30, 2025, and reported an unmodified audit opinion, no material weaknesses, and no uncorrected misstatements. "We have also issued our unmodified audit report on the financial statements. Unmodified is the cleanest you can get," Wootton told council.
Director of Finance Wendy Badgett then reviewed a budget update through Dec. 31, 2025. Badgett reported the city received about $62 million in revenue — roughly 40% of the $156 million annual budget — and said general fund revenues were $2.3 million above the first-quarter forecast. She also flagged rising wastewater-treatment costs and an ongoing inflow-and-infiltration issue that staff will monitor.
